A serious threat to the future of the Amarrian Empire has slowly been building up over the years - the threat of unpaid debt.

Spurred on by half-baked Gallante moral economists, Amarrians everywhere are beginning to feel that they do not need to pay their debts, no matter what kind or where from. 

Generally, the regular forces of the Empire can handle these ne'er-do-wells, but with the rise of the capsuleer era, the problem has grown beyond normal means of accountancy.

Capsuleers fly through space wherever the choose without paying any visa permit fees or transit fees, they dock in whatever facility they choose, without paying docking fees, and leave their junk lying all about in random hangers without paying storage fees. And worst of all, they constantly form corporations in order to avoid taxes, or even to dare use the taxes for their own empire building!

Recently several separate entities have formed special projects, departments, and bureaus to deal with this dire new threat. Recognizing that strength comes from unity and centralization, the Amarrian Empire has formed a new umbrella agency to unite all concerned parties to more effectively fight against this rampant new problem - the Amalgamated Amarrian Agency of Aggressive Accountancy. Their mission, to put an end to this space hippy movement and restore normalcy to the economic sphere.
