In recent times the Khanid Kingdom has noticed a disturbing downward trend in tax revenue from space-travelers. Due to the nature of space, many persons, and especially capsuleers, have begun refusing to pay the Khanid Kingdom their duly owed taxes. Space pilots hide behind shell corporations, retreat to nearly lawless capsuleer-controlled territories, or simply jump borders to other regions of space to avoid paying the taxes they have incurred.

In order to combat this rising tax evasion, the Kingdom created a Bureau specifically located in space to collect taxes amongst the stars. This new Bureau is fully authorized to use whatever force is necessary to deal with tax-avoiders, and to go anywhere in all of New Eden to do it. Sadly, certain other governments and the Gallente-controlled Concord refuse to recognize the Royal Edict on this matter, so often the Bureau's brave agents must operate clandestinely, knowing in their hearts that they are doing the right thing, even if others refuse to recognize it.
